Tribal Affairs
Tribal governments and citizens have unique legal needs that demand a special skill set and experience. I have provided counsel to tribal governments, tribal economic development entities, affiliated businesses, and gaming facilities with experienced counsel addressing a myriad of issues.
I have gained a depth of experience representing tribal gaming facilities. These gaming facilities have to deal with tribal, State, and Federal regulatory issues and need counsel that is qualified to discuss regulatory issues with these agencies. I am very comfortable navigating the sometimes stormy waters that can exist at the confluence of these agencies and the gaming facilities. I have advised baming facilities regarding minimum internal control standards, tribal internal controls, best practices, policies and procedure revisions, and compliance issues. I have represented Tribes in Washington, D.C. before regulatory agencies such as the National Indian Gaming.
Tribal governments have a variety of interactions with State governmental agencies. From negotiating compacts to local cooperative agreements, I have assisted Tribal governments in successfully realizing their goals on favorable terms.
Gaming and economic development have altered the landscape for Tribes; from increased social programs to job programs for tribal members. The key to the continued growth of gaming facilities and economic development is the ability to finance key projects. I have successfully represented Tribes seeking project financing from $300K to $40M. Tribes must be very careful that the financing structures they accept do not hinder development and that the cost of capital is in line with the market for financing in Oklahoma. While each Tribe is unique and will have different underwriting challenges, the necessity of finding cost-effective capital is the same. As a fourth-generation Oklahoman, I have developed deep roots in the State and am able to match Tribes with financing that will accomplish their goals.
